Turning EPBD Guidance into Practice:  The Role of Building Performance Data for Member States

Anchored in the recently published EPBD guidance, this event aims to support Member States in translating key provisions into actionable steps, especially regarding data infrastructure, national databases, linked also to reporting mechanisms.

The session will:

  • Present the practical implications of Articles 16 (Data requirements), 22 (National databases) and 3 (National Building Renovation Plans)
  • Demonstrate how the EU BSO and OBSERVE project support national strategies, streamline implementation and improve compliance
  • Highlight practical Member State-level examples as inspiration for robust data governance and integration with EU-level tools
  • Foster alignment between EU guidance and national efforts, showcasing how EU-funded initiatives help form a “one useful thing” rather than parallel obligations

You’ll hear from:

  • Bogdan Atanasiu from DG ENER with an overview of the EPBD guidance with emphasis on data (Art. 16, 22, 3) and expected national uptake
  • Rui Fragoso from ADENE will present how Portugal aligned its data system with EU requirements
  • Andreas Hermelink on how the EU BSO helps fulfil new EPBD obligations
