OBSERVE was pleased to take part in the European Sustainable Energy Week 2026 policy session “Local heating and cooling plans: operationalising the Energy Performance of Buildings Directive and the Energy Efficiency Directive”, held on 11 June 2026.
The session brought together DG ENER, OBSERVE, sister LIFE CET projects and several European initiatives to discuss how better building-level data, stronger interoperability and local evidence can support the effective implementation of the Energy Performance of Buildings Directive (EPBD) and the Energy Efficiency Directive (EED) at local level.
From fragmented data to actionable insights
A central focus of the discussion was the need to move from fragmented data to actionable insights. As local authorities work to develop heating and cooling plans, reliable and accessible data is essential to support evidence-based decision-making, renovation planning and building decarbonisation.
The session explored how building stock data, EPB databases, the EU Building Stock Observatory and practical data pipelines can help local stakeholders better understand their building stock and identify effective pathways for energy efficiency and decarbonisation.
Supporting local implementation of EU energy policies
The discussion also highlighted the importance of cooperation between European institutions, EU-funded projects, local authorities and technical experts. By improving data governance, interoperability and access to relevant local evidence, stakeholders can better support the implementation of the EPBD and EED in practice.
Participants exchanged on several key themes, including:
- local heating and cooling planning;
- building-level data and building stock data;
- renovation planning;
- data governance and interoperability;
- the role of EPB databases;
- the contribution of EU-funded initiatives to policy implementation.
A collaborative session at EUSEW 2026
