On 30 March 2026, IEECP, coordinator of the OBSERVE project, organised a closed meeting in Athens with senior representatives from the Greek Ministry of Energy and Environment and key stakeholders from the Greek building sector.
The meeting provided an opportunity to introduce OBSERVE and discuss how the project can support ongoing work linked to the implementation of the Energy Performance of Buildings Directive (EPBD). In particular, the exchange focused on the growing need for reliable building stock data, stronger monitoring capacities and evidence-based tools to support policy preparation at national level.
Supporting EPBD implementation through data and evidence
The discussions addressed several key EPBD-related priorities, including National Building Renovation Plans, building stock data and monitoring capacity, Minimum Energy Performance Standards, Energy Performance Certificates, policy modelling and implementation governance.
A central point of the exchange was the importance of reliable, structured and accessible data to support the practical implementation of the EPBD. As Member States prepare for the transposition of the directive, building stock evidence is becoming increasingly important to help design effective policies, assess renovation needs and support long-term planning.
In this context, OBSERVE was presented not only as a research project, but also as a practical support tool for policy preparation, scenario development and future recommendations.
Connecting building stock evidence with national policy needs
The meeting highlighted the relevance of OBSERVE in helping connect building stock data with concrete policy priorities at national level. By supporting the development and operationalisation of National Building Stock Observatories, the project aims to contribute to stronger data ecosystems and more informed decision-making across Europe.
The exchange with Greek stakeholders also confirmed the importance of close dialogue between research initiatives, public authorities and sector representatives. Such discussions are essential to ensure that EU-funded projects respond to real implementation needs and provide useful support to Member States.
