Over the past months, ENEA has been contributing to the OBSERVE project by supporting the development of a structured assessment approach to describe national building data ecosystems and inform the definition of national Building Stock Observatories (nBSO) archetypes and their key functional building blocks.
ENEA has been actively involved in stakeholder engagement activities, including the collection and evaluation of inputs from national stakeholders and European policymakers. These efforts help improve the understanding of institutional needs and current practices related to building stock data, ensuring that OBSERVE’s work is grounded in real-world contexts.
In parallel, ENEA is contributing to the mapping of data sources and requirements and to the development of a transparent scoring framework that helps compare key elements of data availability, quality, and usability in a consistent way. This work highlights existing capabilities, key strengths, and remaining gaps, and supports alignment with EU-level reporting needs.
Building on these results, ENEA also contributes to a strategic synthesis, including a SWOT-type analysis (Strengths, Weaknesses, Opportunities, Threats), to translate evidence into practical insights that can inform future recommendations, areas for improvement, and implementation pathways for Member States, in line with OBSERVE’s overall objectives.
