OBSERVE takes part in EUSEW 2026 policy session on local heating and cooling plans

OBSERVE was pleased to take part in the European Sustainable Energy Week 2026 policy session “Local heating and cooling plans: operationalising the Energy Performance of Buildings Directive and the Energy Efficiency Directive”, held on 11 June 2026.

The session brought together DG ENER, OBSERVE, sister LIFE CET projects and several European initiatives to discuss how better building-level data, stronger interoperability and local evidence can support the effective implementation of the Energy Performance of Buildings Directive (EPBD) and the Energy Efficiency Directive (EED) at local level.

From fragmented data to actionable insights

A central focus of the discussion was the need to move from fragmented data to actionable insights. As local authorities work to develop heating and cooling plans, reliable and accessible data is essential to support evidence-based decision-making, renovation planning and building decarbonisation.

The session explored how building stock data, EPB databases, the EU Building Stock Observatory and practical data pipelines can help local stakeholders better understand their building stock and identify effective pathways for energy efficiency and decarbonisation.

Supporting local implementation of EU energy policies

The discussion also highlighted the importance of cooperation between European institutions, EU-funded projects, local authorities and technical experts. By improving data governance, interoperability and access to relevant local evidence, stakeholders can better support the implementation of the EPBD and EED in practice.

Participants exchanged on several key themes, including:

  • local heating and cooling planning;
  • building-level data and building stock data;
  • renovation planning;
  • data governance and interoperability;
  • the role of EPB databases;
  • the contribution of EU-funded initiatives to policy implementation.

A collaborative session at EUSEW 2026

OBSERVE would like to warmly thank all speakers, partners and participants for their valuable contributions to the session. The exchanges underlined the strong relevance of building data and local planning in accelerating Europe’s clean energy transition.

The session also showed how collaborative work between projects and institutions can help amplify shared messages and support better implementation of European energy and building policies at local level.

OBSERVE General Assembly in Brussels: Turning Project Results into Impact

With one year remaining before the end of the OBSERVE project, partners came together in Brussels on Monday for a General Assembly focused on the next phase of the project and, importantly, on how its results can create lasting value beyond the project itself. Hosted by the EPB Center and the Institute for European Energy and Climate Policy (IEECP), the meeting brought together partners for an intense exchange on the progress achieved so far and the work still ahead. A

Shape the Future of Building Data in Europe: OBSERVE Stakeholder Survey

Reliable and harmonised building data are essential for understanding Europe’s building stock, supporting energy efficiency, and informing the transition towards more sustainable buildings. Through the OBSERVE EU project, stakeholders are invited to contribute their perspectives on building data availability, needs and challenges. Supporting National Building Stock Observatories The survey will help support the development of national Building Stock Observatories (nBSOs) in six EU Member States: 🇨🇾 Cyprus🇪🇸 Spain🇫🇷 France🇬🇷 Greece🇭🇷 Croatia🇮🇹 Italy The aim is to ensure that these observatories

Understanding Cyprus’ Building Data Ecosystem: Insights from Euphyia Tech

Reliable building data is essential for understanding the performance of the building stock and supporting informed decisions on energy efficiency and the transition towards more sustainable buildings. Within the OBSERVE project, Euphyia Tech has recently contributed to the analysis of the Cypriot building data ecosystem, focusing on existing data sources, current limitations and opportunities for improved integration. Mapping existing building data in Cyprus The analysis examined the national systems and datasets currently supporting the monitoring of building energy performance in

From EPC to Smart Readiness: SmarterEPC methodology is now a training for assessors

The revised Energy Performance of Buildings Directive (EPBD) is changing the role of building energy assessments. Energy Performance Certificates (EPCs) are expected to become more accurate, more reliable and better connected with other assessment tools supporting building renovation and smart technologies.
Achieving this requires more than updated calculation methods. It also depends on the quality and consistency of the information collected during on-site inspections.
This is where the SmarterEPC beta training comes in.

Croatia moves towards a National Building Stock Observatory

Work carried out within the OBSERVE project is supporting Croatia in developing a more integrated, reliable and accessible building data ecosystem. Following an initial phase focused on mapping existing initiatives and engaging relevant stakeholders, the Croatian project activities have progressed towards a detailed assessment of the national policy framework and available building data. The work included a comprehensive analysis of how key European legislation is being implemented in Croatia, including the Energy Performance of Buildings Directive, the Energy Efficiency Directive,

OBSERVE presented at the Torroja Seminar on climate and energy efficiency

On 11 June, the Instituto de Ciencias de la Construcción Eduardo Torroja, IETcc-CSIC, hosted the Torroja Seminar entitled “Climate and energy efficiency in the built environment: the European i4c and OBSERVE projects” in Madrid. The event brought together experts working at the intersection of buildings, climate and data to discuss how better access to reliable information can support the energy transition of the European building stock. During the seminar, Rafael Villar, Marta Sorribes and Daniel Jiménez, members of the IETcc-CSIC
