The OBSERVE project has reached a pivotal turning point. Over the past months, our consortium has made significant technical strides and strengthened its collaborative network to support the decarbonization of Europe’s building stock.
As we enter the mid-phase of the project, we are pleased to share the key milestones achieved through the dedicated coordination of IEECP and the collective expertise of our partners.
Strengthening our foundation: the Athens meeting
A major highlight of this period was our second consortium meeting in Athens, organized by our coordinator, IEECP. This gathering was essential for reinforcing partner alignment and collaborative links.
The meeting was further enriched by the participation of our Project Officer from the European Commission. Their strategic feedback and guidance ensure that OBSERVE remains perfectly aligned with EU policy priorities and the evolving expectations of the Energy Performance of Buildings Directive (EPBD).
Technical achievements: delivering the nBSO frameworks
We are proud to announce the successful delivery of Delivrables D2.1and D2.2. These documents lay the groundwork for National Building Stock Observatory (nBSO) frameworks.
Supported by IEECP’s coordination, our partners have worked intensively on:
- Defining methodologies for consistent data collection and analysis.
- Structuring complex datasets to ensure high-quality, organized building data.
- Generating country-specific insights that will directly inform national authorities and the EU Building Stock Observatory.
Synergies and clustering
OBSERVE is part of a larger ecosystem. To maximize our impact, we have been actively engaged in clustering activities with several EU-funded initiatives, including @ReLIFE, @MODERATE, @EPBDwise, and @StreamSAVE+.
These synergies have fostered a rich exchange of knowledge and are directly informing our ongoing policy analysis. By collaborating with these projects, we ensure that OBSERVE’s recommendations are evidence-based and integrated into the broader European landscape.
Visibility and strategic engagements
Our consortium continues to be a vocal advocate for better building data across Europe through several key engagements:
- National authority liaison: On March 31st, OBSERVE held a strategic meeting with Greek (EL) authorities to discuss the local implementation of our frameworks.
- Knowledge sharing: We are actively contributing to the @BUILD UP portal and collaborating closely with partners like @R2M (for @EPBDwise) and @IEECP (for StreamSAVE+).
- Upcoming Events: OBSERVE will be featured in a specialized event on May 13th and will have a strong presence at the European Sustainable Energy Week (EUSEW).

As the project moves forward, OBSERVE remains committed to integrating technical progress with stakeholder engagement. Our goal is to provide national authorities with the tools and evidence they need to deliver meaningful contributions to Europe’s energy and building policy agenda.
