Country Factsheets

In this section, you can find detailed factsheets describing the current situation regarding EPCs and SRI in most of the European Countries. A useful overview to navigate the differencies and similarities of the EU countries. 

France is currently undergoing a pivotal transformation in its building sector, driven by the Climate and Resilience Law and the RE2020 regulations, both aligned with the Energy Performance of Buildings Directive (EPBD). This factsheet explores two levers of this complex transition:

  1. The Energy Performance Certificates or DPE (Diagnostic de Performance Énergétique): a mandatory energy label that has evolved from a simple information tool into a powerful regulatory lever.
  2. After an experimental period (2022-2025), the SRI (Smart Readiness Indicator) is perceived as an emerging EU-wide framework that assesses a building’s capacity to use digital technologies to optimize energy performance and interact with the grid.

The Netherlands is moving toward a more digital building assessment framework. The EPC is the established foundation, while the SRI is still in an early stage and mainly being tested through pilot initiatives.

  1. The Netherlands has established a highly standardised framework for assessing building energy performance, based on national legislation aligned with the EPBD and supported by the NTA 8800 calculation methodology. EPCs, introduced in 2008, function as mandatory energy labels based on calculated energy use and efficiency indicators.
  2. SRI – The Netherlands has not launched an official national test phase under the European Commission framework. Instead, SRI-related activity is taking place through EU projects and stakeholder-led initiatives.

Cyprus has progressively strengthened its building energy performance framework in line with EU policy. While the Energy Performance Certificate (EPC) is the established mandatory assessment tool, the Smart Readiness Indicator (SRI) is currently being advanced through pilot activities and preparatory actions for its future deployment.

  1. EPC – Cyprus has established a comprehensive regulatory framework for building energy performance aligned with the EPBD. EPCs are fully implemented and mandatory for new buildings, buildings offered for sale or rent, and certain public buildings.
  2. SRI – Cyprus has completed an official SRI testing phase. They have also supported the development of digital tools and practical expertise.

Italy is undergoing a significant transformation in its building sector, driven by EPBD IV and national legislation aligned with the Fit for 55 package. Two key instruments frame this transition:

  1. The Energy Performance Certificate (EPC/APE, Attestato di Prestazione Energetica), a legally binding, mandatory certificate with a 10-year validity, covering most building transactions (sale, rental, new construction, major renovation) and interventions of construction of new buildings and major renovations.
  2. The Smart Readiness Indicator (SRI): Italy officially launched its national SRI test phase in March 2025, becoming one of 16 EU countries currently piloting the scheme. The 12-month pilot is led by the Ministry of Environment and Energy Security (MASE) and ENEA, with a focus on adapting the SRI framework to the national context and exploring integration with the APE.
