The event builds on policy discussions to address a key question: how can implementation be made effective, scalable, and operational in practice? The programme will explore:

10:00-11:30 | Session 1 “The EPBD implementation system: policy, market uptake, digitalisation and finance”
This opening session sets the strategic framing for the day, bringing together the European Commission, CINEA, Member State representatives and selected stakeholders to discuss how EPBD implementation can be accelerated through a more coherent support ecosystem. The discussion will connect the policy perspective with market uptake, digitalisation and financing dimensions, showing how implementation can be made more effective when guidance, delivery tools and investment conditions are aligned. It will also introduce the role of building-stock data, EPCs, SRI, digital building data systems, renovation planning instruments and other supporting frameworks as tools supporting the delivery on the ground of renovations and more efficient buildings.

13:00-14:30 | Session 2 – Facilitated by OBSERVE, in collaboration with the EU BSO and ReLIFE
“Tracking implementation and enabling delivery: evidence, observatories and policy support”
This session will focus on how implementation can be monitored, assessed and supported over time. It will highlight the value of observatories, indicators, data and implementation intelligence in helping Member States understand progress, identify gaps and improve delivery. It will also showcase how EU-funded initiatives and broader EU support structures can work together to make national implementation efforts more visible, comparable and actionable. This session will help participants take stock of how implementation is unfolding across Member States & what kinds of support structures are needed to sustain momentum beyond the transposition deadline.

“From standards and building performance frameworks to practical implementation: tools, methods and collaborative solutions”
The final session will turn to the technical and operational side of implementation, looking at how EU-funded projects can support the practical rollout of EPBD requirements through methodologies, technical frameworks, data structures, interoperability approaches and implementation tools. The emphasis will be on collaboration across projects and on demonstrating how European initiatives can provide concrete support to national authorities and market actors. In particular, the session will showcase how work on EPCs, smart readiness, renovation-related tools, digital building data systems and interoperability frameworks is contributing to practical delivery of renovations and energy efficient buildings across Europe.
