About the OBSERVE pilot sites

The OBSERVE project supports the development of National Building Stock Observatories in six pilot countries, enhancing data collection, governance, and reporting frameworks.

These pilot sites—Croatia, Cyprus, France, Greece, Italy, and Spain—represent diverse regulatory landscapes, data infrastructures, and climate conditions, ensuring a comprehensive approach to standardizing building-related data across the EU.


Croatia establishes national dialogue panels and training activities, laying the foundation for a National Building Stock Observatory to enhance data collection and governance.


Spain advances energy data governance by consolidating regional datasets and improving reporting frameworks to align with national and EU energy policies.


France refines building data collection by harmonizing existing national platforms and ensuring seamless integration with the EU Building Stock Observatory.


Cyprus strengthens data transparency by integrating Energy Performance Certificates (EPC) registries and cadastral systems, enhancing its National Building Stock Observatory.


With one of the most diverse building stocks in Europe, Italy tests data methodologies and improves interoperability between regional and national databases through SIAPE and PnPE2.


Greece focuses on interconnecting fragmented building databases, optimizing its EPC repository of over 2 million certificates, and piloting the Smart Readiness Indicator (SRI) scheme.
